Country of Kyrgysztan

The Kyrgyz Government began ambitious eGovernance initiatives to help it deliver information more rapidly, cut down on corruption, and serve its citizens in a more uniform and rapid fashion. X2 Technologies was selected through a USAID as the technology company to support this democracy initiative in Kyrgyzstan. As part of this project X2 Technologies researched the Kyrgyz law, infrastructure, procedures and created detailed plan for a national IT infrastructure to support a government in the telecommunication age. During the project it was discovered that the key element – reliable computer communication – was absent but X2 stepped up to the plate and designed a complete infrastructure for reliable, redundant Internet access and computer networks for communication throughout the whole country. This project not only highlights X2’s technology experience but the ability to work with people in a different culture, in another part of the world and still successfully deliver a comprehensive plan.

Here are some of the accomplishments:

X2 visited with all ministries, agencies, presidential offices, and Kyrgyz telecom to establish a complete understanding of the existing infrastructure, procedures, expectations and current practices. Though not labeled as an IT Audit project this phase of the project in effect revealed the weaknesses and the challenges the X2 plan would have to overcome to be successful. In the process X2 also had to:

  • Study existing processes to determine cost effective ways of implementing automation
  • Develop and teach common document nomenclature concepts
  • Develop common database and document formats to allow for aggregation and sharing of data between ministries, to businesses, and to citizens
  • Map existing network connections from Kyrgyz telecom and ISPs
  • Map the State Computer Network (SCN) capabilities and geographies

Develop an overarching plan to integrate ministries and to offer GtoG (Government to Government), GtoB (Government to Business), and GtoC (Government to Consumer) applications. The plan included:

  • Legal, technological, procedural, and documentation requirements and formats to be followed
  • Plans and specification of a Public Access Infrastructure (PAI), so that the government is not dependant on all of its citizenry having Internet skills and equipment
  • Develop project plans to implement various required components of the e- Government program

Redesign the country’s voice/data network to support higher data rates for Government to Citizen Applications. Identify and aggregate existing projects and budgets to support expansion of the SCN

  • Build a common clearinghouse for generating and tracking unique citizen IDs
  • Build a security system that allows the military traffic to coexist on the same network as lesser security traffic Creation of an eSignature law, policy, secure Public Key Infrastructure (PKI) facility, and governing body Creation of a central purchasing authority Automating the payment and settlement of welfare and pension services

All in all, this document brought together business, government and technology skills available at X2 to create a strategic plan for a growing democracy; we started with whatever existed on the ground and left the Government with detailed plans (network diagrams, model numbers, plans, procedures, sample documents, databases, etc) to put together effective technology to support eGovernance.
